I look at this one it but it doesn't show the S as a decimal.
The S seems to be the main issue.

The controller is a GRBL

Searching the laserweb forum I found that G0 turns the laser off & G1 Turns it on.

So I'm thinking the format will have to be G1 X19.00 Y11.00 S0.20 F300.

David- that assumption would be correct

I read on another thread how to use a PP macro $start={$s} to get the "S" on the G1 line, it shown on every G1 line but that should not be a problem.

I'm modifying a pp for our Emblaser 2 laser cutter and I'm just about there but I have one more hurdle to clear.
The g code needs the spindle speed output S to be a decimal ranging from 0 to 1 (0 - 100%)

eg: G1 X10.00 Y20.00 S0.20 F300
S0.2 = 20% laser power

Is this possible?

My dad used to secure a leather belt to the back of the lathe, then passed it over the top of the chuck with some weights hung from the free end. It act as a damper and stopped the back gears from pounding each other to bits.
The tool was HSS with a ground in chip breaker no carbide back then.

This could be a Why if not the guru's will tell you why.
It could be when you used the offset it has moved some lines so they fall on top of each other, if you break a polyline shape and step through the lines you will see that some fall on the same point. You can delete these multiple lines then rejoin the set, it may take a while or you could try using the resize option instead of the offset.

I have been using HSM with Autodesk Inventor at work for a while now, and it didn't take long to get the hang of.
The also does turning
 
CB still gets a run every now and then

I downloaded the Pro version for the 30 day trial about 4 months ago and it still say 30 days remaining. (maybe because inventor is licensed or on subscription) might be worth a try.

Yes you cannot drive the output shaft

Their is a Hypocycloid script for CB here

I attached the CB file I designed my housing around along with a drawing with some of the dimensions on it
I still have to draw up the input and output shafts.

The only disadvantages issues for some applications are

1- they cannot be back driven
2- Depending on the size It may need to be balanced to cut down vibration

I uninstalled the drivers I was using and installed 3DxWare 10 for Windows (64bit)
and now it works  ;D
