Cannot imagine a BIOS setting possibly related to this.
Not knowing the age of the laptop, BIOS settings may not always be automatically be detected and set properly, e.g. memory type and speed as an example, CPU clock speed or over-clocking speed if set, etc.
Also, I just noticed your initial comment, "I just reinstalled Win 10...because of this problem". This may not have also applied all updates unless the reinstall was from a recently created recovery disk, otherwise with a network connection Windows would be polling to see if updates need to be applied. If there are a bunch to do, this will really slow down the computer until they are done. When running 32-bit CB 1.0 make sure it runs in Compatibility Mode, otherwise if your CPU is a 64-bit use the CB 64-bit version.
I've almost always noticed that when any application takes an unusually long, long time to open, something else is running in the background prioritizing CPU allocations. Most often this is Windows downloading or installing updates without notifying you.
A good way to test if this is the case while CB is slow to open is to open Task Manager and ensure it is showing the "More Details" mode.
Press CTRL+Shift+ESC to open Task Manager.
If CB (or other app) is slow to open, Windows is general busy with background tasks. If Task Manager will open quickly or in a more timely manner, click on the CPU column header to see what processes are prioritizing CPU as a percentage of available CPU clocks. Somewhere in the Process Name column you will see CB listed and its relative CPU priority. It is also useful to click on other column headers such as Network to see it as the priority view of Task Manager.
