help converting to DXF

My friend gave me this jpeg file. I tried converting it but it did not look that great. Can someone help me convert it to a good DXF file? What would be the best way to cut this? Engrave? Thanks.

In the case of you drawing, the first think to do is to "remove overlaps", because all shapes exist twice (superimposed)

In my experience it is always quicker to trace by hand.
The auto tracers create such junk that one needs more time to correct what they do than to do it right by hand.

That might be what I need. What do you need to trace it by hand?

Inkscape does a mediocre job of tracing outlines.  I've used it for complex logos where the minor jagged ness doesn't seem to matter.  It still requires quite a bit of cleanup. 

For monochrome bitmaps I've had as good of luck as anything with using CamBam.
