The "Roughing / Finishing" setting I never use because as David said it does nothing except with a 3D or Lathe MOP, from the manual "Currently only supported by 3D Profile and Lathe machining operations. "
But the important thing is, it has nothing to do with "Roughing Clearance" and it does nothing in the background, unless of course you are using a 3D or Lathe MOP.
In addition, "Roughing Clearance" still works the same regardless of the "Roughing/Finishing" setting.
So, use two MOPs as described earlier, and if it helps you, set the Roughing/Finishing flags as driedeker said but regard it as a visual reminder only.
